Public Works Superintendent
Job Description:
Water System. Maintains and monitors the city water system and water treatment. Conducts timely and accurate testing to ensure all city, state, and federal regulations are met, as well as the needs of the town, for a safe, adequate water supply.
Sewer/Lagoon. Maintains and monitors the city lagoon, sewage system, and lift stations. Conducts accurate and timely testing and discharging of waste to ensure all city, state, and federal regulations are met.
City Duties/Maintenance. All around general maintenance, including mowing, repair of equipment, working closely with city officials and groups, and other miscellaneous duties as needed, to assure all the needs of the city are met.
Snow Removal. Removes snow from all city streets and salts/sands promptly.
Education. Keeps abreast of legislative changes in water and sewer regulations, testing, maintenance, and equipment by attending workshops, educational seminars, and reading articles, assuring all requirements are met. Also, it keeps all licensure requirements current and valid.
Supervisor. Supervises all subordinate employees.
Ice Rink at North Acres Park. Although not an official duty of the City of Harwood, the Harwood City Council would like to participate in flooding the ice rink at North Acres Park each year. This is done to ensure level ice is created and to ensure the city infrastructure and equipment are used correctly to flood the rink.
General. Acts as a resource for the city, communicating effectively with city residents, and participates in community functions. Attends council meetings and updates the mayor and council on the city systems and other pertinent information. You must be on call 24 hours a day or plan to delegate duties in the event of an emergency.
Duties:
- To keep an accurate record showing the locations of all valves, cut-offs, connections, and other appurtenances to the city water and sewer system.
- To keep an accurate account showing when and where all connections are made to the city water and sewer system.
- To maintain accurate records showing the date and location of all repairs to the water and sewer system, including the work done and the time expended therein.
- To make or supervise the making of all connections with the water works system and repairs thereto, including the pumping station, and to follow the instructions of the City Council, Mayor, and City Auditor in turning on or turning off the water for any consumer.
- To see that all provisions of the ordinances about the water and sewer system, including the construction, reconstruction, and maintenance of the system, are complied with.
- To make a full report to the City Council each month describing the general condition of the property of the water and sewer system.
- To report promptly to responsible city officials all violations of health ordinances which come to his attention and to render any practical assistance to correct such violations.
- To perform such duties as shall be required by law and these ordinances and such other duties as may be necessary from time to time by the City Council.
Responsibility for Books, Files, and Records: The superintendent of water and sewer shall be responsible for all water and sewer properties of the city, including books, records, and files thereof, excluding those of which it is the duty of the City Auditor to keep custody and control.
SUPERVISORY RESPONSIBILITIES:

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
High school diploma or GED; preferably one to two years related experience/training. Preference will be given to candidates who have a Class III water treatment license or the ability to obtain such a license within one year’s time.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must hold a current Class C driver’s license. Must obtain or be willing to get the required necessary certification and/or licensing.
